I keep getting this error:

I have tried re installing ... playing with all the settings ...
I just cant make it go away!

[solved] I changed the class and rate settings... the deleted my cookies. Worked and never found out exactly why it went wrong in the 1st place.

I had that yesterday. I think i got it when i changed the country of my test customer in the backend a few times. Deleted that account and made a new one and it was fine.

This error has to do with the fact that the customer who gets this error has NO address in his account!

Well, sorta. This happens when you have a cookie with user info but no actual user account/address to go with it. OpenCart forces users to keep at least one address on file so a missing address could only come into play if it was deleted directly from the database, the account was deleted altogether, or the user was modding the store to remove addresses as mandatory on sign-up.
In my experience this usually happens when a person re-installs the store but doesn't recreate the user account.
