Can we create Pay Later option in website ?

Hi Guys,
I want to integrated pay later system in website. For example - Customer can choose pay later option while checkout after success it will redirect to another page where customer can see the Artwork of product (Which means how it will look ) or customer can see artwork of their ordered product from my account section. If customer approve the art then a page will open where customer can enter detail of their card (Which payment method enabled ) and order mark as Shipped.
Any suggestion can be helpful
