Order Confirm email, ip address and order comments linked?

I want to remove the IP address from the order confirmation email but when I remove the "<b><?php echo $text_ip; ?></b> <?php echo $ip; ?><br />" line of code from catalog/view/theme/template/mail/order.tpl, it also removes any order comments. Some where it looks like the ip address and the order comments are linked but I can't find where this could be happening.

i also would like to delete the IP address from the order confirmation. but in OpenCart 3.0.2.0 i dont even find the file order.tpl.
but i found the file order_add.twig. and i also found the line ... i deleted that line, but still after a test order, i can see the ip address in the order confirmation. what did i do wrong?

Try refreshing the modifications cache.
