how to add banner to top panel or bottom

I want to add 3 little banners/ text links to top panel just above shopping cart
or these banners/ text links can be locked to bottom on top of the page (when ever you scroll down or up they would be on top or bottom of the page )

I want the links to say 100% genuine , Safe payments , and need to think of one more

First off, if you go to admin > catalog > information and there you can create these 3 pages. If you send the links for these three pages and post the banner images to your server (using FTP) I can write up some code for you.
