I do not know where else to look for...

Confirm email gets sent regularly, but its characters are not ALL in UTF-8 format.
Some are while some are not.
In other words, greeting, footer text and table headers are not while the item and customer details are OK.

I have looked at:
1. catalog/model/order.php and there is UTF-8 line associated with greeting line,
2. catalog/view/theme/*/template/mail/order.tpl and there is meta charset utf-8,
3. catalog/language/*/mail/order.php page is UTF-8 encoded.

Where to look more?

So, the problem was in invisible BOM - byte order mark.
It seems like it does not go well with UTF-8 and PHP.

Suggestion is to check files involved whether they contain the BOM or not - good way to do it is via Notepad++.
With the file opened, just click on Encoding menu and click on Encode in UTF-8 without BOM.
Save file and reupload it.

All done for me.
