I had the problem of the State (as in United States) not showing up in checkout address and went to Administration Localization Users Group to try to fix it. I know have "No Permission" in all of administration. I tried to adjust the access to just what I know I am using but it will not save.
I am using Version 1.5. 1 The only Extension I think I have is USPS Pro.

My OS if it matters is Linux Kubuntu 18.04
Do you need user name/Password to look at this?

when you are login Go to system>user>usergroup
and enable all the access for the user which you are using
