Error 403 : can't read .htaccess

When trying to install the package, I get :
Forbidden
You don't have permission to access /shop/ on this server.
Server unable to read htaccess file, denying access to be safe

I renamed the file .htaccess.txt to .htaccess but did not change the content. All files are 0777 so that should not be a problem. How to solve this ?
The shop is at https://www.heraldry-wiki.com/shop/ the .htaccess is in that directory, but there is an .htaccess on the root https://www.heraldry-wiki.com as well for the rest of the site. Does that conflict ?

You opencart /shop load just fine.
