Real bad public_html problem

Greetings I'm using Fatcow as a host and with that host it's impossible to move files out of Public_html, when installing opencart it asks me to move my storage files outside of Public_htmil, does this mean that I cannot use opencart at all?

You don't actually NEED to move the storage directory outside your public_html directory. All OpenCart 2.x stores have it in the /system/ directory, and you can do the same thing with OpenCart 3.x. Just put it next to the admin, catalog, system, etc. folders, and then change the filepaths in your config.php and admin/config.php files.
