No OC version posted. However, do you still have both config.php files active and filled?

I edited my original post with the version. 3.0.0.0. And yes, both are active and filled.

Has the admin folder name been changed prior to the upgrade?

Are the config.php and admin/config.php on writable settings for the upgrade to write on those files?

Since you're using v3.0.0.0 , restore backups and see if you can upgrade with v3.0.2.0 or v3.1.0.0b release.
