Pavo Mega Menu stuck in disabled

Hi, I just installed Pavo Mega Menu in my Opencart 3.0 instance. I was able to create the menu with no issues, however there doesn't seem to be a way to insert into a layout. I don't see it on the menu of available modules when I update the layout of any page. Then when I look in Extensions/Modules I see it is disabled. Yet I can't seem to find a way to enable it. There is nothing in the documentation about enabling the module once it is installed. Any one else see this? Thanks.
