OC 2.0.2.0 Not notifying customers of new order / order confirmation

Admin gets new order emails, but when you look at the orders under the History tab it's saying Customer Notified : No

settings>mail
Mail Protocol : Mail

settings>option>checkout
New Order Alert Mail :Yes

It will say No, but customer should get the order email.
