Applying a coupon doesn't respect Free Shipping Policy

Hello,

Installation Details

• OC 2.3.0.2

• Journal 2.6.12

• Export/Import Tool (V3.19)

• Local copy OCMOD iSenseLabs

Issue

• I have a policy set of Free Shipping for order above $29

• I have a coupon that applies to orders above $29

• Order Total Sort Order is Sub Total > Coupon > Shipping > Total

Order Scenario

• Add to cart a product with $29.90

• I normally see a Free Shipping Option

• Going back to Cart and adding the Coupon drops the price below the Free Shipping policy

• Going to finalise the order and a Free shipping Option is available

Please advise!
