I am aware that there is a previous post regarding the issue below, but unfortunately the suggested solution doesn't seem to work.
I have enabled PayPal express and entered my API details and the Free Checkout option is set to "enabled".
If I go through the regular checkout process and chose the radio button called PayPal Express I am directed to the PayPal site and the ordered is processed correctly.
If however, I press the yellow PP button next to checkout the following message is displayed: This transaction cannot be processed. The amount to be charged is zero.
other Extensions, playing their role within the checkout process?

We use Version 220.127.116.11, we took over the site from a different company so I may be missing some facts, but what I can see is that it says "Default Store Theme" in the settings, and I suspect it was a custom build.
In terms of the checkout features I can see "Order Totals" has options enabled e.g. Sub-Total, Taxes, Total. There are also active Coupons.
