Excuse the cross post as Search found a possible answer but it was in the OC1.5 section.
Using OC2.0.3.1 and am locked out from the Admin Page, worse is that there are 2 other users who also can not access Admin.
I tried these possible solutions with no luck so I'm hoping that there is a OC 2 workaround.
I can't understand why going in by the back door using mySQL isn't working, the tables are updated yet I'm not able to access Admin amd I'm at a loss why this is?

Well, it does not matter, if you understand it or not, but you
have to reset the Admin Password in the Server Admin Section,
by use of the Database Tool, as it has been mentioned on one
of the sites linked. But if you have no Access to the Server Admin
Section, then, you are not the person, legally allowed to, it's as easy
as that. ::)
Good Luck

Sorry but that response does not make any sense to me.
There is no access to the Admin panel, but I do have access to the files and db.
I am also the legal owner.
Using mySQL method through Cp I can alter/add users and "password" but they are not recognised.
So I need an actual method of implementing this.

Well, I was talking about the SERVER Admin Panel, not your SHOP Admin Panel, and I don't
think, that you can access your DB without Access to the SERVER Admin, exept, if you use a
Custom Shop Admin Tool (like an SqlBuddy) for such.
And in the SERVER ADMIN MyPHP Section, you'll find the Tool. to directly access your DB,
and change the Admin Password by doing, what has been written in one of the inks above already:
