Hi,
I migrated my opencart 2.2 to a new server host because of the old one died on me. There is an extension which cannot run on the new server and i cannot disabled it on the old server to do migration again. I am unable to load up the cart anymore. If there a file which i can disable that extension?

No.
What you need to do is download the original extension package.
Go to your ftp and one by one delete it.
It's a bit cumbersome, but honestly, the best way to get rid of junk.
I just did this last night for about 6-7 extensions dating back to 2013 :laugh:

It depends if it's a vQmod or an OCMOD.

If it's vQmod, you can rename them so they don't end in .xml in the /vqmod/xml folder and that will disable them.

OCMODs are stored in the database in the oc_modification table and you should be able to set the status column to 0 to disable.

You can also use the VQMod Manager as an extension to monitor and to disable VQMod files from the admin.
