I developed a opencart website for a client and he wants it so that if £100 or more is spent then the visitor automatically gets £5 off
Is that possible to do in opencart 2.0.3.1

You can do this with Total-Based Fee/Discount, but if all you need is a single fee, you can actually accomplish it with the built-in "Handling Fee" Order Total. You'd set the Total value to 100, and then the fee to -5.00, and it should take $5 off. You can change the title of the line item in its language file:
/catalog/language/en-gb/total/handling.php
or
/catalog/language/en-gb/extension/total/handling.php
/catalog/language/en-gb/total/handling.php
or
/catalog/language/en-gb/extension/total/handling.php
That can also be done 'out of the box' using a coupon, but that relies on the coupon being 'applied'.
This can be a good thing as the process of having to apply a coupon adds perceived value, but it can work the other way with customers not applying the coupon correctly then asking for refunds afterward!
