Can't Save Editing System->Setting->Stores->Default Store

Open Cart Version 2.1.0.2
I can't Save Editing for the Default Store
I open the Admin Panel.
I choose System->Settings
I see the Default store.

I choose Edit Store

When I try to fill Processing Order Status from Options tab, there is nothing to select.

I can't save store settings before choosing Processing Order Status
What Should I do to resolve this conflict ?

Was this a clean install or "upgrade"?
Do you have third party MODS / Extension / Themes installed?
