OpenCart 2.3, nginx 1.10, FreeBSD 9.3, VirtualBox.
PDF file was uploaded by SSH in /usr/local/www/siteOpenCart/system/storage/download/ (and ../upload too)
In admin->Products->Links->Downloads(AutoComplete) file is absent.
what to do?

In order for a file to be absent, the presence of the filename would first need to exist. However, your subject title of this topic is correct. The link would not be shown since your system/storage is still inside your public_html folder rather than being outside with writable CHMOD settings on this specific folder. The config.php and admin/config.php file also needs to be edited based on this new location so that Opencart can still write to the new storage folder's location accordingly.

This will resolve the issue.

The most generated errors being found on Opencart forum originates from contributed programming.

CHMOD is god!
and PDF file /usr/local/www/siteOpenCart/system/storage/download/x.pdf in Catalog>Downloads>Add>Filename should be simple x.pdf (!!!)

Although, your storage folder is still inside the system folder as it should moved outside your public_html folder also by re-addressing the new location from your config.php and admin/config.php files.
