My site is up and running no issues. my initial developer removed the cart function. how do i enable the cart function to start online ordering.

Well, he possibly just used an Extension, disabling the add-to-cart function, like found here:

Opencart isn't really a plug in cart to another site. You might want to look at something like mals-e.com or paypal buy buttons if you just want to add cart function to your existing site.
