Custom Shipping Module

I need to setup different shipping rates for different geo zones..
Viz, Rates for
1)Normal delivery
2)Express delivery, for all geozones..
And the customer should see option of choosing from from the above two..
Can this be done..

If you want to set up duplicate geo zones for all your zone, then you can use the built-in weight-based shipping to set flat rates by using single high rates like:

999999:5.00

If you do that for a "Normal Delivery" zone and an "Express Delivery" zone, then both options would appear during checkout.

If you want a slightly easier way of doing it, I also have a Multi Flat Rate Shipping extension that can do this.
