I am getting the issue with one page checkout, user without register can place the order.
Opencart Version 2.0.1.1.
I need to force them to register then only place the order. I am using below file for the same.
http://bullishapp.bid/_one_page_checkout.tpl

Seems you use some one_page_checkout module. At first you should ask author of the extension regarding this issue...

Well, that KULER Compay does no longer exist, so you better remove this
1-Page Setup, and look around for something else. Just be aware, that most
of those 1-Page Checkout Mod's only work with OC Default Themes, and
if no additional Extension is doing anything in the checkout Sections.
