Could do it if a one page checkout was used.
You could add a notice to the checkout to tell people to create and account if they want to use COD and then with it being ajax driven, you could alter the payment controller code to check if the user is logged in or not and display the correct payment type(s).

In theory, you can implement this even in default checkout, but is absolutely not worth it and very confusing for customers. Not every request should be completed.

What you'd need to do is restrict COD by customer group, so that it's only available to customers who have registered and logged in. If someone checks out as a guest, they would only see your other payment options.
To do that, you'd need an extension like Restrict Payment Methods. It can limit any payment method by customer group (or a variety of other rules) so that they only appear in the situations you want them to.
