Offline Credit Card Issue

Hi,

I am using the offline credit card extension from Qphoria. It works well on one of my sites running Php 7.1
I purchased another a few weeks ago and cannot get it to work correctly. It WILL email out the orders and store ALL 16 credit card numbers in the database. However, when I try to set it to PCI compliant and only save 8 and email the others, I never get the email. Both sites are setup identically .... one works but not the other.

Any ideas?
I have emailed twice over the past 10 days for support without reply.
