I'm trying to solve my Top Administrator permission issue. I'm able to restore Top Administrator position temporarily by inserting the default permissions in phpmyadmin. But they reset after a bit while in admin.
I feel like the first thing I want to look at is the leftover files from 1.5x and 2.1.0.2

I'm wondering if these folders are still needed in 2.3.0.2 if not. I compared a fresh install to my folder directory and found some folders that were extra in my upgraded store. Should I delete them?

In Catalog/model
  • admin/controller/amazon
    admin/controller/amazonus
    admin/controller/dashboard
    admin/controller/ebay
    admin/controller/fraud
    admin/controller/openbay

In Admin/Model
  • admin/model/amazon
    admin/model/amazonus
    admin/model/ebay
    admin/model/openbay
In Catalog Controller
  • catalog/controller/amazon
    catalog/controller/amazonus
    catalog/controller/feed
    catalog/controller/openbay
In Catalog Model
  • catalog/model/amazon
    catalog/model/amazonus
    catalog/model/ebay
    catalog/model/feed
    catalog/model/fraud
    catalog/model/openbay
    catalog/model/sale
I'm hoping by getting rid of these extras it might solve my permission issue.

Due to replaced files instead of creating a new folder and to remove the old folder and to rename the new folder back to the old folder name with the config.php and admin/config.php files kept aside. Ensure to remove any older extension files that are excluded from your extension folder . Starting from a specific version of v2.x releases of Opencart, all extensions are only inclusive from the extension folder when installing and / or upgrading Opencart by default.

Deleting leftover folders in my list above.

Plus going through each folder in catalog and admin sorting by date (anything that appeared from like 2013,2014, 2015 and maybe 2016) were old extensions. Deleted them.

Restored my OC permissions to stock in phpmyadmin

went into user groups, saved all.

Went back into user groups. unchecked a few permissions. Saved!

Success!

Went back in. Selected all and saved.
Success!

So if anyone is having their top admin permissions reset randomly it's likely due to old extension and old OC files.

The words above was about avoiding doing all that, actually, since Opencart should be uploaded on a fresh folder rather than manually deleting each folders which could take quite some time for other people for those version range. Although, glad you went through this process manually as you indicated on the above that it was a success.
