State/Region Won't Populate on Mobile

Hello,

I am using OpenCart v1.5.4

The "State/Region" option in my registration form doesn't populate with options on mobile but the other drop downs work.
How would I go about fixing this or making it no longer required? I can't seem to find a way to edit the form in the back-end of the site.

If you select view as mobile in Google Chrome and look at the State/Region option, you'll see that information doesn't populate (i.e. no states or regions will show up in the drop down).

The problem seems to be caused by your theme tring to load some JavaScript at http://cdn.jqmobi.com/jq.mobi.min.js that does not exist. I would contact whoever supplied the theme for support.
