Coupon does not disable free shipping

Hi everyone.

I have a issue with free shipping and coupon codes.
I have set the free shipping value for 26€

In my mind, if a customer orders two products:
productA: 13€
ProductB: 13€
and uses a coupon
the free shipping option get activated. I think is shouldnt.

I have found a thread: http://forum.opencart.com/viewtopic.php ... 60#p382160 but no solution has been presented.

I'm running opencart 1541 and I'm sure I have the sorting order configured correctly has presented in the image below

I managed to figure a way to solve this issue.
For my site it works.

I made a little vqmod to fix the problem, shared below.

It has been tested on Opencart 1.5.4.1.
I have no idea if it will work on other versions.
