The current landscape for payment gateways integrating with OpenCart in Japan is almost nonexistent. We currently use Remise and they only work with (and don't really even support 1.4.9). We've enquired about "support" for 1.5 but the only response we get is that they can't do anything until OpenCart provides them with an update (in other words, "we don't want to be bothered by it").
I've been going through different forums, but indeed, it's not available yet... If you want to use Opencart in Japan, Paypal seems to be the only option for now. I actually gave up building my site with Opencart. I am moving to Magento. There are a couple of companies making the credit card module for Magento in Japan. I requested to built the payment gateway for Opencart to them, and they said they will consider it....which means it will not happen any time soon. Unless someone builds this, Opencart will never find a way through in Japan. I am not a developer, but I'll see if I can build one myself, too. Good luck, everybody!

I know this is too late but e-Payment,Ltd(http://www.e-payment.co.jp/en/) which is Japanese company is accepting credit card application from foreign company.

One approach would be to process card transactions for deposits into Japanese banks Stateside (or elsewhere outside Japan). Japanese alike other banks probably have their own card-batching modems for lease, but those are typically very expensive relative to PayPal or other gateways. Gateways capable of shunting payments would tend to reduce that expense. On the other hand, Japanese customers will tend to carry at least partly the same suites of global cards that everyone else does, and when those go through gateways the funds collected can go into whatever banks will probably not turn down account-holders' deposits.
