I enter in everything correctly and when someone tries to checkout, it brings them to a page that says 404 error. What is the problem.

change this code

To
$this->data['action'] = 'https://secure.payza.com/PayProcess.aspx';

Well now you would need to change the URL to "https://secure.payza.com/checkout"
