?i think comment form is important for customers to leave a response about their order, and improve interaction/communication between buyer and seller.

+1 admin can add comment to customer in order history (administration -> sales -> orders -> order history),
+1 comment from admin displayed in customer account (index.php?route=account/order/info&order_id=)
-1 Why customer can't add comment to admin? it's not fair and not interactive.it will be good if customer can reply it.
