Develop a Google Wallet Payment Module that gives the seller the option of allowing a buyer to pick up their associated order at the seller's brick and mortar retail location or warehouse. Buyer would have to provide their PIN for orders over a specific amount.

A bit confused. The Wallet is designed for in person payments as I understand it using your smart phone. So, why not use something like the COD or money order payment modules and modify it slightly to show payment to be made on pickup. Then install the Google Wallet equipment in your store and let them pay that way or any other method once they come to pick it up.
