Main reason: It is very good.
There're much, much better frameworks, comparing to which OpenCart is a child's toy. Yet OpenCart is faster than most of them and easier to understand.

Right, it's mostly the simplicity and the affordability that make OpenCart a decent choice.

Gonna quote my Quora answer earlier this year:
I consider these the main advantages of OpenCart:
- simple, straight forward architecture – seriously, what can be more simple than plain MVC
- relatively cheap themes, extensions and services – at least compared to platforms like Magento
- quite a large community, both locally and internationally – you’ll always be able to find help

And these are the main drawbacks of OpenCart, in my opinion:
- poorly thought out features and interfaces – many core features are lacking and many interfaces aren’t really user-friendly
- complex updates and lack of documentation – keeping your OpenCart store up to date will be a pain
- unclear project roadmap by the OpenCart team – you never know what to expect from the next update
So, there you have it. While OpenCart's not perfect (and honestly, none of the alternatives are either), there are quite a few reasons to stick with it.
