Is it possible to add a new position for module, without modifying core files? For example, vqmod or something else?

If you're looking for a commercial solution, Infinite Module Positions can do this. It uses CSS Selectors to let you hook a module onto any HTML element on any page, so you can really put modules wherever you want. If you ever need help finding the right selector, I'm always available for support, as well.
