An aside note to indicate that people being referred to this extension:

will solve the issue on removing the annoying modal window in the admin dashboard of Opencart.

Although, it will NOT resolve the issue based on the insistence of writing the data outside the public_html folder . There are many topics created on the forum regarding this issue and the only solution to resolve this problem, unless your web host support provides alternate solutions, is to put the system/storage folder outside your public_html folder and to set the write access on this folder. Then, to configure your config.php and admin/config.php files for the new path set from: DIR_STORAGE that is already defined if those settings cannot be changed automatically from the admin dashboard.

These instructions are useful as much for v2.x as it is for v3.x releases. Opencart releases starting from those versions involving the DIR_STORAGE defined in both config.php files can be applied at any time in order to avoid these problems in the future as much for new installations and upgrade processes.
