Or just have something that can do like Where list_categories spits out each category wrapped in an unordered list, that way everyone can easily make whichever type of menu they want

don;t worry I have just come up with a solution. if no categories are selected to appear in the mega menu then the mega menu will not appear.

But if you want more items than could be placed in 980, than it's a mess.

Mega-menu or dropdown menu is a great idea but it should work other way. IMHO.
