That's strange. Have you tried it with Merchant Calculated Shipping set to Yes? I just tried it with Merchant Calculated Shipping set to Yes, and it's still charging tax for out of state shipping. :( Also, the shipping rate is not being passed to Google, and Google is using the settings I set in Go...
