"Pay On Delivery" is not a normal OpenCart payment method, so if it's a custom one, I'm not sure where the files would be located. I just want to point out, I've looked into this for dczukoski, and couldn't find the cause of this. It's not something simple that was easily fixed, or something I've ever seen before. Do you mean OpenCart 1.5.4?

If it's working now, it was probably affected by something you changed, either in its own settings or in your setup (e.g. currency, geo zones, product shipping status, etc.). I wouldn't worry too much if everything is working fine now.
