Front-end language files are stored in /catalog/language/. You probably want to change the text in this file, since COD is a payment extension, not a shipping extension:

If your theme doesn't have a link to that form, ask the theme developer how to add one.

Ah, I see. I always use the official release links (since I need to know what other people are downloading for my extensions) but if it's the official 2.3.0.2 release, then it should work fine from github as well.

While I can't speak to the link posted above, my general policy is: don't ever use the github version for a live store. While it may have bugfixes, it also usually contains code updates for the next version, which are often not fully completed. You'll likely to experience issues if you use a github ...

There is no All Zones setting for the built-in Weight Based Shipping. You have to set up a geo zone for every area you want to ship to. If you don't want to set up a geo zone for ALL of your "worldwide" countries, you'd need to get an extension that can do that, like Weight & Volume-Based Shipping ....

Customizing the core code manually is not recommended, because then upgrading will overwrite any of your edits, and it makes it harder to track down a mod that is causing issues.
