Extentions --> Modifications missing

I have installed the latest version of Opencart, fresh install. The "Modifications" is not showing in the menu. No errors. How to fix? Also when installing language package OC or manually the back-end only show text_strings. I just copied the english folder and copied it back to server loc...

Can find it the chrome console, but not in "View source". Strange, the script working perfect with my another WooCommerce shop, but not with opencart.
