Can I remove php.ini ?

I'm new to OpenCart and I would really appreciate some help with this;

I noticed a php.ini file in both the catalog and admin folders.
Are these files really necessary?
How do I know when it's safe to remove them?

FYI: My OpenCart is hosted on a Linux server with Apache and PHP5.2.9

Even een "bedankt" voor de "goede zorgen" betreffende dit topic. Ik gebruik(te) al jaren osCommerce, dacht alles onder controle te hebben, maar 2 van mijn sites zijn enkele maanden geleden gehacked ondanks alle voorzorgs maatregelen die ik had ondernomen. Vandaar dus dat ik nu het met OpenCart gaat ...
