Then Total Price in Shopping Cart and Checkout Confirmation is incorrect.

This is not a bug but but there is one thing.
Guest Checkout - Step 1
When you enter the required data but forget about one and click button Continue.
Shipping Country and Region set at a value Your Address Country and Region.
The same situation occurs in 1.4.8.
